I dont know about how is the concept used in Qatar, but I lived in an Islamic South eastern country, where there a percentage of non muslims. To them, its a totally different story. The reason why they insist on this Halal stamp is because they do allow the non muslims to get thier “not-halal” food to be imported. For them to give thier muslim citizens some gurantee, this Halal stamp was created.
i have seen once in Qatar a Frozen Fish box with the Halal Stamp on it + it has a writing on it clarifying that the fish has been slaughter in Islamic way .. now how can you do that to a fish .. its still a mystery for me .

*only when it’s bought or gifted not stolen, only when bought with Halal money and shouldn’t be eaten while fasting in Ramadan
